What is Halsnead Garden Village?

Halsnead Garden Village is the largest combined housing and employment site in the Liverpool City Region. It was one of 14 sites in England awarded the prestigious Garden Village Status by the Government in 2017. This new inclusive community will deliver approximately 1,600 high-quality homes and at least 22.5ha of employment land (securing in the region of 1,000 jobs and a £40.5m annual revenue boost), together with a new Country Park and new green space.

Where is Halsnead Garden Village?

Halsnead Garden Village is located south of Whiston and east of the Tarbock Island Interchange. The north of the development is bounded by Windy Arbor Road to the west, Lickers Lane to the north, Fox’s Bank Lane to the east and the M62 to the south. The southern part of Halsnead Garden Village is bounded by Cronton Road to the south and Fox’s Bank Lane to the east.

What types of homes are being built?

Halsnead Garden Village will accommodate a range and mix of high-quality housing types from one to four bedrooms, helping to ensure a choice of housing in the Garden Village. The homes are being built upon the traditional principles of a Garden Village. They will respect and recognise the local context and history of the site. The development will significantly increase the supply of large family homes within Knowsley and deliver much-needed affordable housing integrated with the market housing.

When will the first homes be ready?

The first of the new homes, delivered by Bloor Homes, have already been completed, with the first Halsnead Garden Village residents moving in in spring 2022. Work is also underway on the Taylor Wimpey development.

Are any improvements planned to the green spaces and local facilities?

Green infrastructure, including a country park, accessible woodlands and parks, play areas and playing fields, will be the hallmark of Halsnead Garden Village.

A well-connected blue and green infrastructure network will bring a wide variety of benefits to the new and existing community, including ecology and biodiversity, drainage, recreation, health, connectivity and sustainability. Are any improvements planned to the surrounding road network?

Yes, there are plans for making high-quality, safe and attractive routes available. This includes cyclist, pedestrian and equestrian routes delivered throughout Halsnead Garden Village.

Knowsley Council has delivered walking, cycling and environmental improvements along Pennywood Drive as part of the Liverpool City Region Combined Authority’s Sustainable Transport Enhancements Package (STEP), improving connectivity to Whiston train station.

In 2019, Knowsley Council secured £12m funding from the Liverpool City Region Combined Authority to deliver significant transport infrastructure improvements. This will ensure adequate capacity and resilience in the surrounding highways network, improving access to Halsnead Garden Village and the wider Liverpool City Region.

The following highway improvements have now been completed:

  • Fox’s Bank Lane/Cronton Road – signalisation works and road widening.
  • Lickers Lane/Fox’s Bank Lane – signalisation works, footway improvements and vegetation removal.
  • Stoney Lane/ Cumber Lane – signalisation works.
  • Stoney Lane/Dragon Lane – carriageway widening and creating a new right turn.
  • Windy Arbor Road/Greene’s Road – reconfiguration of existing signalised junction.
  • Lickers Lane/Windy Arbor Road – carriageway widening and signalisation.
  • M62 Junction 6 Tarbock Island – carriageway and bridge widening on Windy Arbor Road

Are more school places and healthcare facilities planned?

Each developer is legally committed to contributing to additional primary and early years places and other services such as healthcare and dental facilities. Announcements will be made as this infrastructure is put in place.
